After bargaining sessions held through late 2025 and into early 2026, the Salt Lake City Public Library and AFSCME Local #1004 have signed the first collective bargaining agreement covering eligible Library workers.

The contract takes effect February 3, 2026 and runs through June 30, 2029.

Highlights

  • Wage scale with 2.5% step increases and 3% COLA on Step 1 in August of 2026, 2027, and 2028.
  • 12 paid holidays plus Easter coverage for staff scheduled to work that day.
  • 640-hour sick leave maximum as of July 1, 2026, with conversion to vacation if you use 4 or fewer sick days in a fiscal year.
  • Up to 30 workdays of paid parental leave for birth, adoption, or placement.
  • Premium cost sharing: 100% Library-paid premium for employee-only health coverage, 90% for employee + dependent coverage.
  • $1,000 / $2,000 HSA contribution (employee-only / with dependents).
  • Bilingual premium of $0.50/hr (or $1.00/hr for Spanish) after passing a proficiency test in any of 11 supported languages, including ASL.
  • Up to 10 elected Stewards representing the bargaining unit.
  • Structured grievance and discipline procedures with clear timelines and the right to union representation in investigatory and pre-disciplinary meetings.

What happens next

The union will be holding general membership meetings to walk through the contract section by section, answer questions, and elect officers and stewards for the new term. Check the meetings page for dates.
